COMMUNICATION WITH REGARD TO ESSENTIAL SERVICES PERMIT

A permit form needs to be completed in order to perform any essential service.

Most doctors registered as General Practitioners (GP’s) do not possess practice registration numbers. (This is required by the CIPC biz portal). Therefore Private Practitioners cannot register via the biz portal route. GP’s Identity Document numbers serve as registration numbers for their practices.

The attached form needs to be filled in and ideally should be on the practice letterhead, with a practice stamp (if available) and Practitioner’s signature. If no stamp available, the Practitioner’s signature will suffice. Documents to accompany the Permit are Identity Document, Proof of your practice registration and HPCSA registration card.

REGULATIONS WITH REGARD TO ESSENTIAL SERVICES PERMIT DURING LEVEL FOUR LOCKDOWN

If Practitioners want safely all the freedoms afforded to essential services under Lock down level 4 then a permit is required, regardless of the profession held - there is no exemption, as many services are now considered essential.

Now (as of 1 May) a number of additional freedoms require a permit:

• Movement outside of the newly introduced curfew times requires a permit.
• Movement between districts / metro areas - requires a permit.

The Regulations state:
Regulation 16: Movement of persons

(1) Every person is confined to his or her place of residence.
(2) A person may only leave their place of residence to-
(a) perform an essential or permitted service, as allowed in Alert Level 4;
(b) go to work where a permit which corresponds with Form 2 of Annexure A, has been issued;
 
(c) buy permitted goods;
(3) Every person is confined to his or her place of residence from 20H00 until 05H00 daily, except where a person has been granted a permit to perform an essential or permitted service as listed in Annexure D, or is attending to a security or medical emergency.
(4) Movement between provinces. Metropolitan areas and prohibited except- districts are
(a) for workers who have a permit to perform an essential or permitted service who have to commute to and from work on a daily basis:

All doctors are STILL required to fill out a permit

There is NO Exemption from permits in terms of the regulations, and the police have been asked to check for permits.
The following documents should be in your possession, should you be stopped at a road-block
• Essential services permit (Steps to complete provided above)
• Identity document
• HPCSA registration card
